OBJECTIVES

(1) Transition from the initial response to the “proactive phase” of the ICS Operational Period Planning Cycle, with establishment of Unified Command (UC).

(2) Establish an Incident Management Team (IMT) capable of meeting the demands of the incident.  Integrate HFSM team members occupying roles on the Regional IMT into the ICS organization.

(3) Solidify working relationships with local emergency responders, federal/state agencies, and stakeholders.

(4) Formulate strategies and tactics relating to source control, spill containment, oil recovery, environmental/wildlife protection, waste management, pipeline excavation/repair, site cleanup/restoration, etc.

(5) Deploy a representative sample of oil spill response resources (e.g., hard boom, underflow dams, boats) consistent with the scenario.

(6) Initiate work on an Incident Action Plan (IAP) for the next operational period (NOP).

(7) Institute a formal resources request (ICS-213-RR) process.

(8) Conduct an Incident Briefing, Initial Unified Command Meeting, Command & General Staff Meeting, and Tactics Meeting as part of the ICS Operational Period Planning Cycle (Planning “P”).

(9) Satisfy the requirements of the National Preparedness for Response Exercise Program (NPREP).
