SEQUENCE OF EVENTS

(1) Attendees are requested to check-in upon entering the exercise play space. Individuals will be asked to provide their name, affiliation, telephone number, and email address on the provided sign-in sheets.

(2) Exercise specifics, including the objectives, ground rules, and sequence of events, will be presented prior to start of the exercise. Player introductions will also be made.

(3) The exercise will commence approximately 18 hours into the response. Actions on Wednesday, August 12th through the early morning hours of Thursday, August 13th will be SIMULATED. These actions will be captured in a pre-completed ICS-201 forms package.

(4) The scenario will be introduced during a “formal” Incident Briefing at 8:30 am MT on Thursday morning. Hard copies of the ICS-201 forms will be issued to exercise players at the beginning of the briefing.

(5) Field responders will be divided into Task Forces and issued work assignments during an Operations Briefing, held in the parking lot of the Platte County Fire District 1-F Training Center. Following the Incident Briefing, Operations personnel will be dispatched to various pre-determined field locations to deploy a representative sample of oil spill response resources. Communications between field personnel and the Incident Command Post (ICP) should be maintained throughout the exercise.

(6) The exercise will evolve in real-time through “activity-based exercise play”. The exercise will focus on the “proactive response phase” of the Operational Period Planning Cycle (Planning “P”).

(7) Multiple meetings and briefings as part of the Planning “P” will commence during the exercise. These include an Incident Briefing, Initial Unified Command Meeting, Command & General Staff Meeting, and Tactics Meeting.

(8) Exercise players are expected to begin working on elements of the Incident Action Plan (IAP) for the next operational period (NOP).

(9) Lunch will be served during the late morning/early afternoon hours. This will be a “working'“ lunch (no exercise stoppage). Refreshments, including snacks, coffee, soft drinks, and bottled water, will be available throughout the exercise.

(10) Field activities should be completed by 1:30 pm. Operations personnel are to report back to the Incident Command Post (ICP) upon demobilization.

(11) The exercise will conclude with a Tactics Meeting.

(12) Exercise play will be suspended at approximately 2:30 pm MT on Thursday afternoon.

(13) A debrief/hot wash session will be held immediately following exercise play. Players will be divided into work groups, consistent with the various ICS positions/functions, and asked to formulate opinions of the exercise, as well as identify strengths and any noted deficiencies.

(14) The exercise will adjourn by 3:30 pm MT on Thursday afternoon.
