QUICKSAND

David Ellsworth (Game Warden Supervisor with the Wyoming Game & Fish Department) makes spill officials aware of potential quicksand along the Laramie River, particularly near the outfall into Grayrocks Reservoir.  These hazards present a significant entrapment hazard for response crews and shoreline assessment teams.  Officer Ellsworth advises that the Site Safety Plan (ICS‑208) be updated to include guidance on: (1) recognition of quicksand indicators, e.g., saturated fine sediments, unusual surface rippling, sudden loss of footing, (2) safe approach protocols for working near unstable banks, and (3) immediate actions and rescue procedures to be followed if a responder becomes trapped or partially entrapped in quicksand.  This information should also be communicated to field personnel at the daily safety briefings.  This is a Drill!
